Momentum is now building in the process of preparation for the World Trade Organization (WTO) Ministerial Meeting of 1999. It is necessary for the developing countries to put up their own specific proposals as soon as possible. Proposals for improving the existing agreements should have absolute priority over working for new agreements at the Ministerial Conference.

This paper, by one of the foremost experts on the WTO, is aimed at assisting developing countries to place proposals for the improvement of the WTO agreements to bring about a degree of balance in them.

The paper gives suggestions for specific proposals in 11 areas: dispute settlement process, agriculture, services, TRIMs, TRIPS, textiles, balance-of-payments provisions, subsidies, anti-dumping, technical barriers to trade and rules of origin. In each of these subjects, specific proposals have been given, preceded by a brief description of the problem and the background.

Bhagirath Lal Das is an expert on international trade, formerly Director of International Trade Programmes in the United Nations Conference on Trade and Development (UNCTAD), and also former Ambassador and Permanent Representative of India to the General Agreement on Tariffs and Trade (GATT).
